Terms of Reference for a Consultant to Develop Data Visualization to Accompany Report.

This goal of this project is to develop data visualization to accompany an upcoming report on state ethics enforcement agencies. The report is a follow up to the SWAMP index of last year and we would like to hire a consultant to help us with data visualization and infographics on a webpage.

The report consists of the following:

  1. An overall report (approx. 25 pages).
  2. 51 state (includes DC) reports. We will need to link to these reports on the webpage, but graphics are not required.
  3. 2 excel charts- one of which will include a ranking of states based on transparency of information on enforcement.
    1. Enforcement Statistics Chart contains the data on cases that we have collected from the independent ethics agencies in the 50 States and the District of Columbia.
    2. The Enforcement Ranking Chart ranks states and agencies based on transparency and availability of information. Please note that we have ranked both states and agencies.

Ideally, we would like a map which depicts the information on the charts.  We also plan to make the charts publicly available.

I.Scope of Work

  1. Web Page

Consultant will be required to create a web page to accompany this report. C4I will provide the text for the page, but the Consultant will create the data visualizations accompanying the text. In addition, the Consultant will develop links for the page to allow visitors to easily navigate between the multiple sections of the report.

With regards to data visualizations, C4I requires an interactive map similar to that of our recent S.W.A.M.P. Index project. http://swamp.coalitionforintegrity.org/ The map should contain easily accessible links to individual reports on each state, provided by C4I. Additionally, there should be multiple color-coded maps to toggle through showing scores and rankings of each state and of each ethics agency.

C4I is open to the Consultant exercising creative control on the web page as long as it accomplishes the overall goal of conveying the report’s findings. We can provide drafts of the report and data if needed to develop a proposal.

  1. Report Graphics

The Consultant will prepare graphics to be printed in the report itself these graphics will convey the findings of the report’s ranking and scoring charts. A map similar to the interactive one on the web page should also be included. The graphics can include a variety of graphs and pie charts (which have already been compiled by C4I). Again, C4I is comfortable with the Consultant exercising creative control.

II. Timeline

Proposals will be reviewed on a rolling basis. Proposals would ideally be submitted by July 19th. In the proposal, prospective Consultants should include a price breakdown per piece of work. We intend to complete the project in August.

III. Profile and Qualification Requirements

The Consultant should preferably demonstrate at least three (3) years of experience in the field and previous experience in developing at least three (3) similar tools or applications. The proposal should include two (2) references from previous customers for services provided, as well as examples of previous work done.

The team assigned by the consultant to this assignment must be proficient in the development and customization of web-based tools, software development, database design and management, website architecture and design, interface design, and be knowledgeable of interactive e-learning tools and applications. Resumes of the individuals working on the project shall be attached to the proposal.

Position Profile:  Policy Manager, Coalition for Integrity, Full-time position, Washington D.C.

The Coalition for Integrity, a leading advocate against corruption and for integrity, is seeking a motivated professional for the role of Policy Manager.

Coalition for Integrity is a non-profit, non-partisan 501(c)(3) organization.  We work in coalition with a wide range of individuals and organizations to combat corruption and promote integrity in the public and private sectors. Within the United States, the Coalition supports policies to foster the integrity of government, business. Coalition for Integrity recently completed the S.W.A.M.P. Index (The States With Anti-Corruption Measures for Public officials).  It is a comparative scorecard which rates 50 states and the District of Columbia based on the laws and regulations governing ethics and transparency in the executive and legislative branches.   Among other things, it has supported strong enforcement of laws and regulations against corruption and called for action to combat money laundering.  The Coalition also actively supports initiatives to curb corruption in international trade and business transactions, including the U.S. Foreign Corrupt Practices Act, the OECD Anti-Bribery Convention and the U.N. Convention against Corruption.

Key Responsibilities:

The Policy Manager will:

  • Work with the President & CEO and other personnel to executive the Coalition’s domestic and international activities in a coherent and complementary fashion, working to increase their impact and reach.
  • Engage in a range of activities related to the organization’s anti-corruption agenda including policy research on several anti-corruption issues, improving the Coalition’s public profile and social media presence (Facebook, Twitter, web site content), providing support for program events.
  • Manage research projects to ensure timely completion of tasks. After the release of the S.W.A.M.P. Index in 2018, the Coalition is currently conducting research on how effectively the 50 states enforce their ethics laws.
  • Support the Coalition’s Virginia Integrity Challenge which will be launched soon. The Coalition will be asking state-level candidates in Virginia to stand for integrity and against corruption by accepting an Integrity Challenge.
  • Manage and motivate a growing staff, guiding and empowering them.

Key Qualifications:

  • Master’s degree in a field such as political science, international relations, public affairs. Juris Doctor (JD) degree, CPA or CFE preferred.
  • At least 5 years of work experience in the anti-corruption field.
  • Experience and familiarity with data visualization tools (graphics, charts), Word Press and social media is a plus.
  • Familiarity with research processes
  • Superior English-language writing skills
  • Ability to summarize complex information in a clear, concise and accurate way
  • Strong research, creative thinking, and analytical skills
  • Excellent organizational skills and impeccable attention to detail
  • Ability to learn quickly and work well in a team

Key Responsibilities:

Coalition for Integrity recently completed the S.W.A.M.P. Index (The States With Anti-Corruption Measures for Public officials).  It is a comparative scorecard which rates 50 states and the District of Columbia based on the laws and regulations governing ethics and transparency in the executive and legislative branches.  We are now researching how effectively the states enforce their ethics laws.  This is a time-consuming state-by-state review of enforcement actions, where available.  It will also require getting in touch with many state ethics agencies whose websites do not contain the needed information.  We are looking for a consultant to provide research assistance on the enforcement review project. We anticipate the project will require three months.  Responsibilities include reviewing state enforcement data, synthesizing the data collected; drafting a report reflecting the findings and recommendations; and assisting with communications and social media efforts.

The Consultant will also provide support for the Coalition’s Virginia Integrity Challenge which will be launched soon.  The Coalition will be asking state-level candidates in Virginia to stand for integrity and against corruption by accepting an Integrity Challenge.

Key Qualifications:

  • 2nd year law student or graduate student in a field such as political science, public affairs.
  • Work experience in the anti-corruption or in the not-for-profit field.
  • Experience and familiarity with data visualization tools (graphics, charts), Word Press and social media is a plus.
  • Familiarity with research processes and Microsoft excel
  • Superior English-language writing skills
  • Ability to summarize complex information in a clear, concise and accurate way
  • Strong research, creative thinking, and analytical skills
  • Excellent organizational skills and impeccable attention to detail
  • Ability to learn quickly and work well in a team
